Well, the Valeyard was evil.
He was an amalgamation of the evil side of the Doctor's nature, from somewhere between the twelfth and final incarnation of the Doctor. The first Doctor attempted to commit homicide in his very first serial, was willing to sacrifice large portions of the Thal population for his own convenience in his second serial and was prepared to eject two of his companions into space in his third serial. Then there was the sixth Doctor who attempted to murder his companion in his first serial and was mostly obnoxious and rude throughout his incarnation...
By comparison, the War Doctor's a little bit grumpy from time to time. So you have to take the good with the bad...
