I will attest to Waterloo being pretty damned scary at night if you drive in the wrong neighborhood. Can't imagine how Philly is if it's worse.
Funny story: When the wife and I were first dating, we were in Waterloo on night, and she wanted to show me where her dad was working at the time. She drives me out to their plant, and crosses the 5th Street bridge, and I'm ducking down, asking if she's crazy. She says it's fine, because her dad works over here, and he'd never had any issues. Not my favorite place to be at night.
