This is the Seal of Rassilon from DOCTOR WHO.

It was originally used as a seal for Vogan government in REVENGE OF THE CYBERMEN, but it was later reused as the Seal of Rassilon in THE DEADLY ASSASSIN. That has been its identity ever since.

It might have something to do with both serials having the same set designer...

I have several colour combinations...
