That was actually a line of dialogue from THE FIVE DOCTORS in 1983.

Sarah Jane Smith was trying to describe the fourth Doctor's appearance to the third Doctor.

Number four could scowl with the best of them - however, I believe the leaders of the pack in that regard were one, six and nine.
