Praised for the unusual dream like quality of it's camera angles and sets design, does this film deserve it's status as a minor classic?

Yes, I'd say it's a minor classic.

One year they screened this at the science fiction marathon I attend. And now when any character in any movie acts strangely, the audience shouts out, "Check his neck!"
